Lebedev Vladimir Nikolaevich was born on March 20, 1951. In 1974 he graduated from the Moscow Power Engineering Institute with a degree in Electrical Insulation and Cable Engineering. From 1974 to the present, he has been working at JSC OKB KP, having worked his way up from an engineer to one of the heads of the enterprise. From 2011 to 2012, he was Deputy Director General for Scientific Work. Since 2013, he has been the First Deputy Director General for Scientific Work.

He personally and under his leadership carried out a number of large-scale research and development work on the creation of a series of heat-resistant aviation and installation wires for special purposes. He has seven patents for inventions and utility models, a number of publications in scientific journals.

He was awarded the title of "Honorary Machine Builder". In 2010 he received the badge "Honored Worker of the Cable Industry", and in 2014 the medal "100 years of the Air Force.
