Irina Ovchinnikova was born on October 06, 1972. In 1995 she graduated from the Moscow Power Engineering Institute with a degree in Electrical Insulation, Cable and Capacitor Engineering. In 1989, she joined JSC "VNIIKP" as a laboratory assistant for physical and mechanical tests. After graduating from the full—time postgraduate course of the MPEI and defending her thesis for the degree of Candidate of Technical Sciences on the topic "Study of the effects of moisture on optical cables", she began working at JSC VNIIKP again, first as head of the laboratory of special-purpose optical cables, and since 2015 - head of the department "Cables, Wires and fittings for telecommunications systems and informatization". Since 2007, he has been the scientific secretary of the Dissertation Council D 520.026.02 at JSC "VNIIKP".

Ovchinnikova I.A. is a leading specialist in the field of optical cables. She has carried out a number of works on the creation of special-purpose optical cables for various applications. She has more than 100 scientific papers, including 30 patents for inventions and utility models and more than 30 publications in publications included in the List of the Higher Attestation Commission and in international citation databases. She has repeatedly made presentations at international, All-Russian and industry conferences and seminars.

In the editorial board of the journal "Cables and Wires" conducts topics on optical cables and electrical communication cables.
